Child Care and Licensing 


What is Child Care Development Fund (CCDF)?

Child Care Development Fund may provide families with childcare assistance if they are not eligible for another program, as well as provides licensing for childcare providers within the Red Lake Nation. CCDF has 1 licensed child care facility with full-time spots (waiting list) as well as referred drop in services for low income families.We require all licensed childcare providers to maintain 36 hours of training per staff per year. 


Services Provided

  • Child Care for children ages birth to 13 years old

  • Child Care Subsidy Program (up to 75-85% of childcare costs)

    • The Child Care Subsidy Program offers eligible parents and guardians assistance in paying for child care while they are at work and/or in education/training programs. Parents/Guardians who do not qualify for any other child care assistance programs, such as CCAP or school funded, and are having difficulty in paying for child care in order for them to remain in their approved work, training or education program are eligible to apply.

  • Child Care Provider Licensing & Registration

    • Providers are divided into three registered categories which include

      • (1) Legal Non-licensed Providers - may include a sibling not living in the same home, an aunt, uncle, grandparent or family friend 

      • (2) Licensed Providers and 

      • (3) Center Based

  • Training

    • We offer free training for our child care providers and parents/guardians which are held periodically.

  • Grants/Supportive Services


Eligibility Requirements for Child Care Subsidy Program

  • Have child(ren) ages birth to 13 years of age

  • Household income and family size

    • Co-payments will be determined according to the MN State sliding fee scale

  • Verification of child(ren)'s Tribal Enrollment or Descendancy eligibility (parent and/or grandparent)

  • Verification of work, training or education program that is 20 hours or more per week

  • Legal Custody and Income documentation for Relative and Foster care

  • Parents/Guardians must reside within (or nearby) the Red Lake Nation boundaries

Please note: All applicants must recertify annually or when changes to household composition occur to remain eligible 


Requirements for Child Care Provider Licensing & Registration

  • Must be at least 18 years of age

  • Pass background check and UA check, including a home survey

  • Providers must comply with the Drug Free Work place Act of 1988 and be smoke free during child care hours of operation

  • Providers must live and provide child care services to families within the Red Lake Nation boundaries

  • Child care is to be provided in the provider's home or center

  • Providers are to maintain daily time records including immunization records for each child in their care


Providers may set their own rate:The CCDF program assists parents/guardians with an hourly rate per child of $2.20 to Registered Providers and $3.50 to $5.00 to Licensed Providers that meet requirements.

Child Care Providers

  • Red Lake Nation Child Development Center is a 3-star (rated with Parent Aware) facility located next to the Red Lake Criminal Justice Complex. Hours of operation are Monday through Friday, 7:45am to 5:00pm
